Puzzled by the 'ice planet next to the sun' remark. Does that mean you set up the planet order randomly? The graphic in the rulebook on page 3 shows the planet setup order that matches the rulebook introduction narrative. Although the planet order doesn't really make much difference in actual gameplay.
Next time when buying tech try Replenishment again and use/discard the intervention cards more, most are very powerful. On-board Transmitter or Transmitter Gate Activation are game winners. Not sure why you didn't use/find the extra intervention card really useful. Two can be used per turn. One Replenishment tech allows two intervention card draws per turn, which allows a constant hand. You know also that you can discard unwanted intervention cards from your hand, so the hand can't be plugged up with Passengers. By far the most valuable technology.

Hi,
technically it does not matter in which order you place the planets.
On the other side it is well worth always to use the same order for two reasons:
a) It is easier to evaluate your options on each turn if you know where each target planet is - and because you will play with different players sometimes, I would recommend to use the order described in the rules.
b) There are technology cards referring to the outer and inner planets. While it is irrelevant which planets these are actually, the illustrations on the respective cards show exactly the one/two planet/s in these positions that you have when using the order described in the rules - thus it makes play more intuitive.
And - yes - the "Angry Fish" simply cannot stand the hot sun
