My L-Deck in this expansion has cards L1-L15, minus any L11 or L13. Is this how it's supposed to be? Is anyone else's L-Deck composed differently?

Yes. My deck is composed the same way.
There is a explanation of all the cards further in the forum.

Here's the thread dimitroff alluded to. Basically, the Goodies expansion's L-Deck is just a sampler of 2008 and half of 2009's cards. All of the 2008 cards were included except for two that were overpowered and probably copyrighted. It also included half of 2009's card, those that were originally in English. The second half were all German-language-only and haven't yet been translated. All of the 2010 cards were skipped, English and German alike. Perhaps we will someday see another release of the cards with the remaining ones translated and released. There has been some speculation too that Übergeeks, featuring the founders of BGG, may become a promo card from this website. Perhaps.
