I just bought this and in the game set up, the rules state that each player receives one camel of each pastel color and a gray camel that they are to put a rider on of their player color.
I am thinking I will use plastic cement to permanently attach the riders to the camels, would there be any downside to this? I have the FFG edition if it makes a difference.

Can't think of any problems with it. I thought about doing that, myself.
You may not want to use plastic cement, though... Plastic cement only works on a specific kind of plastic, styrene, which model kits are made out of. I don't think the riders and camels are made out of styrene. You may need to use super glue.

It has been a while since I read the rules, and I never play 5 player so it doesn't come up, but in 5 player TtD, each player doesn't use one color. If that unused camel goes into the supply, then gluing all of the riders would be problematic...

That's worth looking into for thanks, I wonder why I have five colors then?
Oh, I think I see what you are saying, they start with only four camels.

This may be why the plastic cement has failed in some of the repair jobs I have set it to.

I've played this MOSTLY two player with my wife. I play blue and she plays the reddy pink and we leave the blue and red riders on the camels when we pack away in the back......They never fall off in the box so I can't see why you'd need to glue them on. They fit really well.

Maybe it's different versions, but my experience is like yours...the riders snap on secure and have never fallen off.

Yes, as someone pointed out, the last camel is the game end condition, so you will use them. Whether that 1 additional camel in each pile will dramatically alter the game balance so that people are exclaiming that the game is a waste of paper and plastic? I'd be surprised.
That's a pretty fine balance point - play always seem to change a bit as people get to a point where they can see there are only a few camels left in a pile. I don't think this will change and is perhaps the more critical element. There's not really any game where there would be the same camel draw conditions happening that you could have all 5 players guaranteed certain access to the same number of camels towards the end anyway...
Not that we've played 5 player much (once) ... I haven't glued either, but do leave them permanently on...

Some of mine, FFG version, have ever fallen off. Camels look fine but some of the riders are improperly formed and don't snap onto the bumps. I'm not going to poke through my set now to confirm my memory but I don't think it's that the legs are too widely set, which could probably be fixed with hot water, but that some plastic is missing making a big gap where there should be a little dimple.

Why don't you try a non-permanent bond with something like Blu-tack or a similar removable putty.
This way you could easily remove the riders if you ever need to play with 5 players.
