Zanaga came out before DQ (by a couple months) IIRC, so it's possible this is their plan, but it wasn't implemented for Zanaga yet. It's also entirely possible that they have plans to release a Descent expansion, as others have said. That has been the pattern in the past, although I think they've been looking for a different way to do it lately.
They may even start offering POD heor cards for all the "other" games besides the one a given hero comes in, assuming that business model proves viable. I think that would certainly be the cheapest method if all they want to do is get the alternate hero cards out.
