According to the Fluxx FAQ, if you have the Traitor and someone else meets the Goal, you win even if you have another Creeper that would ordinarily prevent you from winning.

* A: Yes. The card states that "If another player meets the goal, you win instead of them." Meaning that you do not have to (and are not allowed to) meet any of the requirements to win. Most other creepers say "You cannot win if you have this unless the goal says otherwise", but can neutralized by something other than the goal (i.e. the sonic tranquilizer and Abduction chamber keepers, the silver lining rule and even the Important Human Creeper) so it makes sense that a creeper could allow you to win in the same fashion. This is unlike trying to meet the "All that is certain" goal while also possessing another Creeper. In that case, the other Creeper would prevent you from meeting the goal even though it allows for two other creepers.
