Sure, if you have a Strange hero, the card is fun (if you use the card's first part). But there are only 3 strange heroes (if you don't count "Haunted by the Past"), so there are many games where you won't have any strange heroes on the table.
It's the second part I'm talking about: discard 10 cards from the Zombie deck.
What gives? I get the humor in this, since many zombie cards do the same, but really, are there any advantage at all to play this card for its second part?

I would agree it's not the strongest card. It's nice that it has a second half so that if you don't have a strange hero it's still playable.
I suppose there is something to be said for killing 10 cards at random in the hope that you get some of their better cards out of the way, especially if they're coming towards the end of their deck. The cards that do the same to the hero deck have always been kind of 'throw away' cards when I play as a zombie. They might be helpful, but mostly I just burn them quickly to get them out of my hand.

But the thing is, discarding cards from the Hero deck helps the Zombie player: the Heroes die if their deck is depleted.
The Zombies' deck, however, simply gets reshuffled. So there's no point whatsoever to discard 10 cards from it.

The Heroes lose only if a zombie card makes them discard their last card from the deck, or would have them discard from the deck when none exist, or if another scenario/card rule applies. Simply running out of cards doesn't end the game for the Heroes.
Still, I hate getting those cards as the zombie, as usually they help the heroes by making items available for Pick Up.

You are quite right to correct me.
I almost lost a game once because of this rule (there were some "Remains in play" Zombie effects that discarded 1 card every turn). I had to use a card (Deputy Taylor?) to reshuffle 3 cards in the drawing deck to avoid dying. I won the game with 2 cards remaining in my deck.

With Hero Pack One there are 5 strange characters, so that's almost a third of the people available.
But if you don't draw/select them then the other half isn't so helpful no.

Well, it (at least temporarily) burns 10 options that the Zombie Player could have whacked you with over the next few turns. If you're lucky, you burn a few "Uuuurrrgh!" or "Bitten" or similarly powerful cards. It's a weak card, a bit of a crap shoot, but not completely useless.

Also, it's not like Heroes have a hand limit.
