This happens during the 12th of July turn. Does it happen at the beginning of the turn, regardless of who goes first, or does it only become Soviet during the Soviet reinforcement phase?

Soviet reinforcement phase.
I posted the same question on Consimworld within the last month and that was the answer from John Kisner (the designer and OCS series "honcho").
Those pesky Germans can still use it as a supply source in their half of 12 July if they go first.
