Am I mistaken or is there one too few VdG tiles? There are nine, and you need to use two each round, so you are missing the final tile to tell you how much to move your marker.
Also, for final scoring, the 3 VP are for launched ships that you had not yet managed to navigate, correct? The 3 VP are sort of a consolation prize for not managing to navigate your ship?

Sounds like you're doing the tiles incorrectly. You don't use two new ones each round, you use one new one each round, combined with the previous one from last round.
This is important, it's self balancing. Each time you get a high + movement making turns more expensive this round, you automatically get a low starting "free point" next round from that very same tile.
Yes, you can think of the 3 vp as consolation prizes for ships you didn't manage to get onto the board some time.

The VdG tiles came up in a strategy discussion too, and the first one is only used for coins and initial Free of Charge Marker, then before the first round of actions the next one is flipped giving you the modifier, then that same tile is used to seed the board (coins + FoC Marker) for the next round and another is flipped to get the modifier after action discs are placed and so on. It's easy to do lots of little things wrong but if your gut tells you something seems off then you will find an answer in the rulebook. GREAT GAME.
