1. 'Using cards during combat sections' section says about timing of the card effects of the cards which are discarded once played but I haven't find any rule about timing of the "permanent" effects which are accessible to players using cards which are not discarded immediately after use but stay in play, that is if one player has 'Rapid Assembly' card (moving units to logistics outpost before attack) in front of him and another has 'Quick Response Team' (moving units from adjacent regions to the defending region) in front of him, which card effects takes place first?
2. I can't find the rule about the timing of receiving of the region card when the outpost is destroyed. For example both players loose all their ships in a battle and both loose outposts. Who receives the region card first? Or do both player receive cards simultaneously? It does matter when one or both players don't have region card
which may be taken by opponent but it may be received as a reward for outpost destruction.
