It is not stated in the rules but I assume that outposts are limited and should not be replaced by some other counters when all or them are built, aren't they?

hmm you are correct, there is nothig saying you can use other counters, and seeing that there are no rules for anything which you could use alternative tokens/counters, well, it is left for interpretation
