The rules say- "The game is more demanding when working out the score if three of the four rows of cards are completely removed. "

Are they saying that the variant is having the game end after 3 of the 4 rows are gone?

Yep. Exactly that: The game ends at the end of a turn in which three rows are empty.

I highly recommend playing this way. It adds some great tension and tougher decisions in the endgame. It is the only way I'll play with 2 players.

I also enjoy playing with 3 or 4 players, using additional tokens. However, with additional players, play until all four rows are empty.

It can be fun to play with the 3 row variant, but I find it provides too much of an advantage to the player starting first. I think you get a more balanced 2 player game if you play it all the way through.
