Hello I have questions:

If the gate is only to "move into palace" with new servants, so can I move other servants on parade ground in "move action" to ex. Mint?

Do I have to use all servants in seals room? Can I leave few servants in those rooms for next round? Example: Use 2 for buy some NOBLES and leave one to buy seal or move in next round?

Yes - you can choose to move any of your servants on the board. However, servants placed at the gate don't get any benefit so you usually won't want to leave them there.

You do not have to use all servants in a seal room, instead you can leave them for next round. Your example is correct.
