Zot's cheating cards seem to be the only ones that produce a final winning hand. Is this correct? This means his cheating cards are much more powerful than any other cheating cards. Am I missing something?

I am not sure what you mean. His cheat cards are no different than any other cheat cards in effect. Cheat cards beat all gambling cards, all gambling cards beat cheat cards.

Zot's Cheat Cards cannot be beaten by a "winning hand". All other cheat cards from other characters can.

I am not sure where you are reading this. I have never seen anything that says that.
Zots cheating cards are identical to any other cheat cards. They read "Take control of a round of gambling, beats all gambling and cheating cards." And after he plays it, it can be beaten by ANY gambling card or cheating card, I raise, winning hand, gambling im in etc...
Look over there its the lich king or well use my dice are both standard cheat cards that can be beaten by any normal gambling cards.
Compare him to Gerki and their cheat cards are identically worded.

OK so I never had played Gerke before, but my question still stands. Look at Gerki's and Zot's cheat cards compared to the other players. Each of their Gerki and Zot's cards says "beats all gambling and cheat cards. This means it can even beat winning hands. All the other character's cheat cards, for instance Eve's, only say "take control of a Round of Gambling" This means that Gerki's and Zot's cards are not standard and overpowered, to the point where it would be pointless (and it has been) to gamble if an opponent plays as those two.

I disagree in this rules interpretation. If this works the way you says it does, then by that reasoning a winning hand card can be beaten by any gambling or cheat card, after it has been played.
Zot's and Gerke's cheat cards are even more definitive in winning than the winning hand, if you compare the texts.
A winning hand beats all cards except winning hands. Zot's cheat card beats all cards.

Stamps for all of you all. I am glad that the problem was cleared up.
Differences in the card text between similar cards in different sets are a result of us constantly working to update our semantics to have clearer card interactions.

I just picked up RDI3 the other day and I've got to say I'm really impressed with the extended rules in that set.
If they're available online anywhere I highly recommend downloading them and using it as the base rules set for your games, even if you only have the first or second games.
