WAS TAUNTED BY TIGERS, WAS WRITTEN OUT OF THE WILL, WAS SWINDLED BY SALESMEN
Skip your next draw phase after this card is played

Is it continuous effect or immediate? I mean, if I play this card on the opp's character, his next turn he should skip the draw phase, but what if he plays new modifier on top of this one - should he skip drawing nevertheless, or the effect is now canceled?

WAS SICKENED BY SALMON, WENT MILDLY MAD
While this text shows, discard one card every time you play a Modifier (including this one).

The moment I play this modifier on the opp's character, I shouldn't discard any cards, as the effect applies to my opp, and he shouldn't discard any cards too, because it was not him, who played this modifier, right?

FELL DOWN THE WELL, WAS MAROONED ON THE MOORS
If this character has a negative Self-Worth, you may immediately play an Untimely Death on it as a free play.

If I play this on the opp's character, he can play an Untimely Death card, not me, right?

At the Atlas Games Forum, the publisher believed that it is immediate, and the recipient would still have to skip his next turn, even if the card were covered. And here is another thread where the game designer confirms it.

Right. In the first Forum thread linked above, the same interpretation is given.

Right. "These effects always apply to the person who controls the character to which the Modifier card is attached, not the person who played the Modifier."
