Where exactly in the rules does it state that the Dragon Phantom is treated like a skeleton and does this mean that each dragon phantom counter represents one skeleton and that they can be attacked by archers, cannons, and the "sortie" action?

Do you mean the bone giant? It says on the card that it is treated like a normal skeleton.

The dragon phantom is not a skeleton. Once you build a segment of it, it will be there for the rest of the game. There is nothing that either side can do to get rid of it. Think of each segment as a battering ram + 2 invincible guys manning it, if you still have the base game in mind.

Another (probably stupid) question regarding the Dragon Phantom, pliz.

Rules states that the Gates strength is decreased the number of the dragon segments plus the current Panic level. So, what happens if, for example there are two dragon segments build and the Panic level is at -4? Does the Gates regain this 2 str?

In the earlier thread at http://boardgamegeek.com/thread/583651/some-undead-questions, the game designer states that negative panic does not reduce the damage at all. So a 2 segment dragon with -6 panic track will still do 2 damage to the gate.
