Should you allow the assimilation of the capital province, thus allowing full elimination? It feels very unrealistic that an army of 8 legions cannot wipe out a weak, undefended civilization. Also, if your capital province is the only province you have, you're as good as dead anyway

Seriously - I refer rather to MNME than ME - aggressor can win with just unit left. Enough to overtake the usually rich capital province. One legion could let him to count a lot of buildings toward roles and support 3 roles win victory. In case of ME it could mean 1 resource next turn or a lot of in two turns.

PS I do not consider sacking through 3-4 turns - its half of the game.

I believe there is a minimum income clause. And of course you can only sack 1 building at a time, unless you have Achilles.
If you're looking for realism, then you're playing the wrong game! (Rome and Babylon in the same time period, mythological heroes, etc etc).

More importantly, if you are trying to eliminate or quasi-eliminate a player, you've missed the point of the game! Another player is probably making away with the victory even as you dance on the ruins of your target...
