In the final steps of the turn, after you produce food you have to discard some food back as "consumption". (How much depends on how many workers have you already taken from the bank.)
Forbidden City reduce that by one, so you have to discard 1 Food less (1 Food not one token!). It may reduce it to 0 but not to a nagative number (so you will not gain food on consumption!).
