The unique item Warding of the Yellow Sign says:
"When you gain this card, choose a location in Arkham and place this card there. No monsters may appear via gates in this location. . . ."
Does this also mean that monster surges can't place monsters at the location? If so and there are no other gates open on the board, do you just skip the surge?

Yes, monsters that ordinarily would have been placed at the gate will not appear because of the Yellow Sign. Monsters caused by a surge are still "coming out of a gate."
As far as skipping the surge goes... well, I'd say that the surge still occurs but no monsters actually appear. This is significant for certain AOs that have surge-triggered abilities. Only when there are zero open gates should the surge be considered canceled.
