I know people have complained about the quarantine tech being over powered befor however recently I played a game and it got to the point where a player had three areas left each with a resoure in it. They then began (every turn untill the end) useing all three of there FPs and RCs to quarantine there remaining areas. In effect they had frozen there country untill the game ended, in fact they almost won. Anyway I was wondering if anyone else had this problem and if I should house rule two RCs per use or just let players freeze their countries like that.

They aren't going to win standing still like that, even if their opponents are losing ground against the zombies. Once the first mutation marker hits 15, everybody loses. I say, let them sit there amd quarantine all they want.

And, as you can see, "there" and "their" are different words.

The rules should be as you suggest (all lose), but iirc they don't say all lose but rather the player with best position (forget how assessed) wins.
