The rules state:

Collect resources: Look at the greater of the two die rolls.

If you own a deed to the property but it is not fully developed, you collect one resource token matching one of its suits; your choice.


My question is, do you collect one resource even if you have nothing on your deed?

Yes. Once you have paid the two resource tokens to buy the deed, you own it. It just isn't fully developed until you put enough tokens on it.
