I'm pretty new to the series, but I have done a little reading and figured out that overlord scenarios are bigger games that require more than 1 set.

However, looking at the expansions, I see that there's Memoir '44: Overlord as well as Memoir '44: Operation Overlord.

I have tried to figure out why, and I think I have it down, but it would help to make sure.

The first expansion contains rules which are needed for overlord scenarios and you would still need two copies of the game.

Later, Days of Wonder released Operation Overlord to allow overlord scenarios which require only one copy of the game.

Is this accurate? Does this mean that if I only have one base game, buying Memoir 44: Overlord would just be redundant if I have Operation Overlord?

That is more or less correct. The box set came well after the initial Overlord rules pamphlet.

You would still need another map board if you bought the Operation Overlord box set though.

If you want larger 2 player games i would suggest you buy Eastern Front, Winter Wars, and the Breakthrough kit. The Overlord stuff is designed for more than 2 players and is also designed to be used with special Overlord maps...Hedgerow Hell, Tigers in the Snow etc... or as stated in other posts with 2 original memoir 44 boards.
