I mean, thematically this doesn't make much sense.
If you own the bottle and it's valued at 18 and then you win the next trick by playing a 15, is the price of the bottle is reduced to 15?

Yes. The winning bid is the new value.
In the story, the cursed bottle grants good fortune but the owner goes directly to hell at the time of death. The bottle always returns to the owner unless it is sold for a price lower than purchased.

Yep, I read the story when I was a kid. My point is, I don't think you can "sell" to yourself (thematically) so it doesn't make sense to reduce the price of the bottle when you win the trick several times in a row.
Anyway, it's just a thematic nitpick on this great game.

Theme aside, the rules (from the Z-Man Games edition) clearly state:
"It is possible that the new and former owners of the Bottle Imp are identical."
So, no interpretation needed. Just follow the rules as written.
