The rule book states: Once each player has taken a delivery truck, the current round is over and a new round begins.
This is what happened in the game I was playing.
There were four of us playing and three of us already had a delivery truck in front of us. The fourth delivery truck only had one tile on it at this time. The fourth player drew and placed a tile on the truck. Since everyone else already has a truck they all passed. She then drew another tile and placed it on the truck (The truck now having three animals on it). Again everyone else passes. When it is her turn she buys a panda from someone's barn. Again everyone else passes. Then finally on her turn she takes the truck ending the round.
Is the last player able to legally make all of these moves?
Or does she have to take the last truck as soon as the third truck was taken?

Those moves are perfectly legal - the advantage of waiting until last.

Yes. Those are legal moves. It is an advantage in being the last player. This disadvantage is that you may get a crummy truck.
