My boyfriend and I recently bought the Core Set, and we were really addicted and wanted more cards to add to the collection.
We went to many of the local gaming stores to find Asylum Packs or this Deluxe expansions.
None of the stores had the Secrets of Arhkam Deluxe Expansion that we wanted, which is fine. We were content with buying this one. It wasn't a mistake in the largest sense, but this was a purchase that I wished we waited on.
THE REVIEW
You see, with just the Core Set and this set, the amount of cards (By quantity, not uniqueness) is disproportionately in the favor of the Order. Mainly because all of the Order cards are 3 of, and while there are some 3f of the original 7 factions, it just is so overwhelming.
Additionally, some of the cards are completely useless because without having cards they reference (Dr. Bartlett is awful with only ONE Conspiracy card [And to top it all off, he doesn't really work at all with the Conspiracy in the Core Set]) or are just really mediocre.
**Also, one of the cards is worded really badly. The official FAQ has the correct wording, but it really bothers me when you have to read online to know what a card actually does. Wording and grammar errors are inexcusable in products like this.**
So... You have a disproportionate number of Order cards, which makes deck building really awkward, and some cards that you have no idea how to use.
Which makes this a somewhat disappointing purchase... at first.
Since we bought this expansion, we have also bought two other Asylum Packs. While this doesn't make everything all great and perfect, it resolved a lot of the issues.
SUMMARY
The Order of the Silver Twilight feel like an entirely new faction. They focus on a lot sacrificing and discarding. The cards feels more cohesive of a faction than any other, but the Order combine well with different aspects of the others.
They also have really fun Ritual Support cards, which I really want to see more of.
This expansion SHOULD BE ONE OF THE 5TH OR 6TH PURCHASES for Call of Cthulhu: A Card Game to be able to use all of its components in an integrated and non-obtrusive matter.

Your review is pretty much spot on.
I got 2 core sets, and Silver Twilight and am waiting on Secrets of Arkham.
I have also made some preconstructed decks on cardgamedb for when I finally get it, which are (I hope) reasonably balanced, and eahch form one faction with a secondary faction thrown in (to make tactical decisions a bit easier). If anyone is interested, send me a PM and I'll put a link up..

Yea, I bought another Core Set and Secrets of Arkham for my boyfriend's birthday this coming Wednesday, and I really think that is when this expansion will be fully fleshed out.
But yea, this is definitely not one of the recommended early purchases. Which I'm going to edit BOLDLY into the initial post.

The purpose of this expansion was to launch a brand new faction in the game. That's why there's such a disproportionate number of cards for them. It was the whole point to begin with

I do agree that this isn't a good choice to buy early on, but I wanted to clarify that it's not the fault of it being a bad expansion.
Ideally I would suggest people start with the Core set and Secrets of Arkham, then start picking up asylum packs. Which ones are up to you, but the most common suggestion is to start with those from The Yuggoth Contract series. At some point if you like deckbuilding then you'll want a second Core set as well which can be fit in wherever makes sense to you.
