This encounter is not different from all the other ones: you can choose to fight or evade. If you evade, you have to go back to any adjacent tile you have already explored.
Maybe it's the "block your way" that gives you the impression you cannot advance. It's just flavor text. The only thing that matters is the bold letters (3 Infantrymen), which tells you that this is an encounter.

Nope. You can only evade encounters (unless the Event specifically mentions that you can evade).

Yes. As mentioned in the rules (in the Flame-Thrower description), the Gasoline allows the Flame-Thrower to have more than 2 uses. So if you empty the jerrycan in the FmW35, you still have 1 hand free!
