Unfortunately, no. Hopefully it will be there next year. It should be available to European distributors shortly after Essen this year.

I believe Sanstorm is working on it, but no sure word yet. The current edition is starting to be avaliable overseas, and you can still download the translated first edition rules in several languages. I believe F Shop has it for sale in Germany, and Philibert has it for sale in France.
