So what happens if you draw this card as your first mythos card? Card text reads:
"Headline:
A monster surge occurs. However, no gates open this turn. The first player gains 1 clue token. (also, all monsters move but that doesn't really matter for my question)
So, since there are no gates, it is not possible to place monsters for a monster surge as far as i know. This card is not a rumor, so its not an automatic throw away. When it happened last night i went with the general rule that allowances trump detrements and took it as a one turn free round that was sweet. Anyone have any official ideas?

I've heard a number of House Rules on the subject, and I think that even the developer had a few rules governing this particular occurrence. However, I believe that the generally-followed guidance involves a Mythos card which Opens a gate.

I would have interpreted as you did. No gate opens up because the card did not instruct it. You then have a monster surge out of 0 gates, so no monsters can be placed.

I don't think you even need a house rule.
"If a Mythos Card with no gate is drawn during step 14 of Game Setup, discard it and draw again until you draw a mythos card that depicts a gate. [FAQ v2—unpublished]"
So as soon as (read: if) FFG releases the new FAQ, it will be official. The rule is applied to many different kind of cards (2x Doom, 2x Terror, Next Act, and Monster Surge)

doesn't have an effect This could happen at any time that there are no Gates open (yes, I've closed the last Gate but have spent all my trophies - it's how I managed to close them in the first place) and you'd do the same. Alternatively, you could get some nasty non-Rumour Mythos at the start (Double-doomer anyone?). Thems is the breaks - sometimes the Ancient One smiles on you, sometimes it rains seven kinds of [something] on your head. Just go with the flow.

Isn't the number of monsters released during a monster surge equal to the number of gates or the number of characters in play (whichever is greater)?
But as far as the question by the OP, I would draw another mythos card until one is drawn that opens a gate.
