pre-set decks, maybe? Perhaps if so it's referring to the 5 or so suggested sets of cards (the kingdom) you play with on your first few games?
Otherwise I would guess it's referring to something in a fan expansion.

yeah i sold a copy and they told me that they didnt come with the part of the rules with the present decks? maybe they ment pre set

Yeah, they probably meant "pre-set", or as they're called in the rulebooks, "Suggested sets of cards". Not to worry, you can find the rulebooks on Rio Grande Game's website. Here's the base game:

Yeah, Dominion Seaside was printed weird. I think the rulebook is divided into two books, one of which has the suggested decks in it.

Yes, it has two books, although both are so small, I've no idea why they were split at all.
One has the rules and the other more detailed rules and clarifications for all cards.

1) Do you have Dominion?
2) Do you have Dominion: Seaside?
Maybe you don't have Curses, Copper, Silver, Gold, Estates, Duchies, Provinces?
