The rules in the third edition i have state "you may never modify another player's track".
But that means you can modifying ones you own? including completed ones?
In other words, I have a completed track, but I want to redirect it and break my completed track (assuming crossing or coexisting track won't work).

No. You can only redirect uncompleted track.
