Last night when we played, in the penultimate round, during the aquire person phase, one player played his last remaining card, the money guy. There were no money people left, so he got to take nothing. Is this supposed to happen? It seemed unfair, as he duly came in last place. It was a 4 player game, and we took out some of the person tiles accordingly, but the rulebook didn't seem to cover this eventuality . . .

rulebook page 4, section about taxes wrote: Note: We do not intend the game to run short of pieces, except for the person tiles.

It depends on the timing of the disasters, but yes it is very likely that someone will miss out if they are not careful.

Absolutely! You need to grab people when they're available. If you miss out, then tough luck. That's why some people come out for different numbers of players. It is a definite limit.
