Can one play a surprise card at any time, even on another players turn? Here is the example... I am defending, he plays Air Strike: Bombing run as an operations card. I played bad weather: storms, spending the prestige, canceling all air attacks and artillery support for the remainder of his turn. Did I do this correctly? Can one play surprise cards even when its not their turn?
