I assume it refers to the cost of the Void Mesmer? Thus (usually) less then or equal to 6? I wasn't sure if it was trying to refer to the power of the creature defeated or not.

Correct. So, if you defeated a Cultist, you could get a Heavy Infantry. If you defeated Xeron, you could get Emri 1.0
