I realize there are a lot of cards with big pay-offs on them, but the one card that we've found the most useful, particularly early on, is card #67, which has a demand for Imports to go to Golmud for a 48m pay-out. Since that city can be reached from anywhere Imports can be picked up - with the initial build money - it is especially useful to start with as, once delivered, it amounts to starting the game in possibly the most advantageous spot on the board. In our experience, by delivering the Imports, a player can get a nice route out west from the immediate vicinity of the major eastern cities and be almost completely re-imbursed for their trouble, making it possible to then either continue on to the more valuable commodities in the NW or down to Lhasa for Sheep. If a player holds no such demands, Golmud is still not so far off the beaten track that one ends up committed to a bad build, as the center of the board also has many useful resources available for delivery back towards the coast.
