I just lost a online game of mr.jack in a strange way.
My opponent pick goodley (but did not move him) he then took Smith and move him 3 space closer to goodley, and THEN he move goodley to accuse smith.
Is that a legal move? i thought that you had to move goodley first and then move the other pieces closer to goodley.?

Goodley's power can be used before or after his whistle, I believe. The arrows on the tiles indicate if you can do it both before and after, or just one or the other. So yes, Goodley can use his whistle, and then make his movement after having brought a character close enough to accuse. You just can't use the whistle-drawn character to make the accusation.
See how there are arrows pointing both ways on Goodley? That means the whistle can be used before OR after his movement. Watson and Sherlock for example can only use their abilities AFTER movement.
