If you're considering a themed Fluxx, consider it because you like the theme, not because of how it's rated. Then, I think, you will have your answer. Regular Fluxx is a perfectly reasonable place to start. If you like a particular theme, that's perfectly fine, too.
Yes, Zombie Fluxx is standalone. The expansions are generally clearly labeled.
