Subject: Question about "Elder Thing Scientist" rss

So it's been a while since i've played with my CoC CCG cards and i'm a bit rusty. Looking for a rules clarification about the Elder Thing Scientist. His card text says "While each opponent controls at least 2 more characters than you, Elder Thing Scientist gains "Action: put Elder Thing Scientist into play from your hand." My question here is, do you still have to tap a domain to pay for his 5 cost or does he simply come into play "free" because of this action text? i guess i'm hung up on the definition of "come into play" and how that happens. thanks for your help -- like i said, it's been a while.
