We played a game and this question came up from the Sheriff. When a player offers a bribe, does the Sheriff get to keep the bribe, even if he ends up not ruling in that player's favour? I argued no, but the Sheriff argued yes! The rules don't specify.

No, the Sheriff only takes the bribe of the person he is ruling in favor of.
Players only "offer" bribes in return for a favorable ruling. They do not give those bribes away and then hope for the best. If the Sheriff rules in favor of another player, then the other player's offer is rescinded.
The Sheriff can only keep one bribe - from the player he ruled in favor of.

I would definitely say no, even though the rules don't specify. Highest briber is the only one who pays.

You may want even more than just $1 more from someone who's ahead of you for example. But I agree with the original answers re the bribe being for a favorable ruling, not just forked over by everyone.

Well, if the Sherif does'nt want to advantage the player that is giving a 1$ bribe, ha can simply refuse the bribe ... and shut him out of the tie.

We have found the bribes to be the funnest part of the game. We play that the players can offer anything, and the sheriff and accept or reject anything (doesn't have to accept the highest offer): We offer money, gold, cards, promises not to steal from him in the future, etc...
Often a bribe will be offered, and if the sheriff doesn't accept it quick enough the bribe offer will be withdrawn. All, done while laughing and having a good time.
Despite the flexibility of bribing that we use, the sheriff isn't allowed to accept a bribe and not rule in favor of the person who supplied the bribe. That would be downright rude.
