Hi all,
If a province is at war, is the defender allowed to reinforce during his military phase by moving units into the province ?
The rules state that he may retreat and move units out of the province but doesn't address moving units in.

Certainly! The is no restriction on any Legion entering an "at war" region. The only restriction is that the defender may not build new units in that region.
