Up until the release of Ultimate Werewolf Artifacts, I'll be posting a new "card of the week" each week from the deck.

The Cap of Idiocy is the Artifacts version of the classic Idiot role from Ultimate Werewolf. However, as with all Artifacts, this time everyone knows you're an idiot. An idiot is defined by having to vote to kill on every vote. Of course, the amusing thing is that the "Idiot" is actually helping out the villagers quite a bit. It's his evil counterpart, the "Pacifist" (who always votes to live) who's the real idiot...the Pacifist will often hand the game over to the werewolves!

Once you reveal your cap, from that point on you have to vote to kill during any nomination. This can be beneficial as a werewolf, because while you might accidentally kill off members of your werewolf pack, you won't be accused of voting to kill villagers only (you now have an excuse to do so). Instead, you'll want to steer the nominations towards non-werewolves each day to avoid that risk. That extra "kill" vote is often the difference when several players are on the fence about a player, and could turn the tide in your favor. Of course, revealing the card might cast suspicion on you...

So here's the 2nd, meta level of Artifacts: There are often times that you want your Artifact card revealed, but you don't want to be the one to do it. Making threatening gestures "cut it out or I'll use my Artifact" to other players might cause them to have you trigger it via a gem Artifact, or even publicly stating that you don't want to use your Artifact card could cause that (good old reverse psychology).

That's correct. But until you'd play the card, you would have to vote to keep players alive as the Pacifist.

The Idiot can hand the game to evil just as easily at endgame.

If the wolves are one mislynch away from winning, all they have to do is nominate a villager. The Idiot has no choice but to vote along with them, throwing the game. Basically, it means that a tight game can come down to whoever shouts first.
