I made up some role cards for this scenario (and as soon as I make one correction, I will post them), and we used them in a recent play.
Rather than choose the special actions in turn order, we chose them in reverse score order (in other words, lowest score chose first, highest last, etc. . . . tiebreaker being the normal turn order, reversed again).
And I have to say, this was a nifty little addition to the game. Choosing a special action for the year made for a great new decision (and one that felt meaningful), and one that made for cascading decisions. For example, choose the Peasants, and you then have to decide whether it's worth it to choose only bottom-row spaces with your dice in order to get the double-favor. Choose the outlaws, and then everyone else has to decide which of the lowest unchosen spaces they're going to let you have.
There's all sorts of that. And it adds a nice layer to what I think can feel like a very automated game.
Still looking for the best combination of expansions/scenarios to really lift this game into the upper tier, but the Wheel and Deal scenario is an excellent addition I think I will use all the time from here on out.

I absolutely agree. Wheel and Deal is by far the best of the scenarios, proving more options rather than simply making the game harder (like Goblin Valley and The Demanding Capital). We play with it frequently and I love it! If you have never played with this scenario, give it a try!

Does anyone know whether the authors of these scenarios ever adapted them to the expansion "to forge a realm"? If you look at it, the roles of this scenario resemble some of the gouvernors that where introduced in one of the expansion modules. Does ist still make sense to play this expansion, then, both from a gameplay and a story/contextual point of view?
