Can new fleets (blocks) be created at a port where ships are stationed? There doesn't seem to be anything in the rules that allow for this. Is the only way to get those ships into a fleet to get another fleet block into that port, adding the ships to the fleet and then splitting it as per
'7.6 SPLITTING FLEET'.
Also, can 2 fleet blocks at sea in the same hex transfer ships from one block to the other or is the only way to do this to rendez-vous the ships at the end of one activation and then split them at the start of the next activation?

From the 1805 wiki:
When can a player create a new fleet? British fleets are created at the start of a Wind Chit activation (by splitting an existing fleet at sea into two and only two parts) or from ships in port. Allied fleets are only created from ships in port; Allied fleets that have left Port may not split into new fleets. However, after combat in a friendly Patrol Zone, damaged and wrecked British and Allied ships may split off individually from the fleet and return to Port.
Fleets cannot be reorganized freely simply because they are in the same place, but fleets in Port can reorganize at the start of an activation before they exit the Port. New fleets can be created from Ships in Port, regardless of whether there is a fleet in the Port already.
Fleets may never split on the Transit Tracks.
The following constraint applies to British fleets only, since only British fleets may split while at sea: fleets newly created at sea (by splitting) must satisfy the condition that the most senior admiral commands the largest fleet.
Allied fleets that are predominantly Spanish must be commanded by a Spanish admiral even if French admirals are present.
Note that Allied fleets can sortie from a Port to the Patrol Zone of the same Port by setting this Port as their destination. A possible manoeuvre is for one Allied fleet to set a friendly Port as its destination, but to stop in the Patrol Zone in order to attack (or drive off) a British fleet, then for an Allied fleet already in the same Port to sortie to the Patrol Zone to combine with the first fleet.
When can a player combine multiple fleets? Existing fleets that share the same location (except on a Transit Track) may combine at the end of their activation, after all movement and combat (if any) have taken place.
NOTE: Allied fleets may only combine if they have the same destination or are in port. Fleets in a Patrol Zone may only combine if they are in the same part of the zone (inshore or loose blockade).
Fleets may never combine on the Transit Tracks.

Yes. In the living rules there is this in 7.1: "Fleet blocks in port that contain no ships or admirals, except the Transport, Expeditions, and Spanish Gold, may be removed from the map or port display sheet and used again later (in the same port or elsewhere)." It's true the rules never really explicitly talk about assigning ships to blocks, which is part of preparing to sortie, but it can be inferred, I believe.

No. You have to rendezvous at the end of one activation, then split them (only allowed if British) at the start of a later activation.
