The rule says you control a home base when you occupy it and it is not in an ennemy ZOC. If you have frendly units in your home base but it is in ennemy ZOC, can you place your reinforcements in your base? I think no because if we look at the rule, the reinforcements can be place at controled home base and in this case the base is not controled. (in ennemy ZOC). Is it right?
