Maybe this is impossible, but I haven't found it in the rules:

Can a player take any more subsidies after all the subsidy cards have been taken?

There is a maximum of 8 subsidies per player and in the game there are 5 times 8 subsidies. No problem.

Nope

The 'level tiles' have how many tiles you draw from bag, how many briefcases you can buy/sell, how many silver bars you can buy & how many subsides you can take.

Initially I thought that you could take that many subsides each round, since everything else was about taking.

But I counted the subsides and their total value = 40. 5 players at the limit of 8 for each player (which is what it says on the 'level tiles')
