Seems the 2 player rules were brought up but never really answered. Hoping someone can confirm the following:

The way I understand the 2 player rules are:

1. Neutral houses are counted when determining majority.

2. The person that wins majority has to have more of his main color houses in the city than his neutral color houses to be paid at payday.

3. Neutral color houses do not count as being first in line when determining majority (applies to ties only.)
