This is a minor point but, in the case of a deck being nearly exhausted, which power receives its income first? For example, if it is the turn of Pragmatics/Austria, Austria is to receive 5 cards and the Pragmatics 3. If there is only one card left in the current deck, which power draws this card and which power draws exclusively from the new deck? The rules state that the powers act "simultaneously" and note exceptions only for movement and combat.

The rules are indeed silent about that. (I never wondered about it, because it seems to me unimportant, since nobody knows completely which cards of a deck have already been drawn.)
However, if you want a rule, then I would suggest to follow the sequence of the table on the playing aid card:
1. France 2. Bavaria 3. Prussia 4. Saxony 5. Pragmatic Army 6. Austria

Thank you for your quick reply. You're right that most times it wouldn't seem to matter. But I could imagine that after a lot of fighting in, say, hearts, a player who wants hearts might prefer to be dealt from the fresh deck. It's nice to have a rule to fall back on in this case.

Every time I've played Maria, we've used Richard's suggestion as the convention for dealing out cards. And you never know, that lone card in that deck might be a reserve card...

Now that I have played the game a couple more times I realize it is largely irrelevant. But it's good to have a rule of thumb in case it comes up.
