Memoir '44: Sword of Stalingrad overlord map pack would need two copies of Eastern Front or the Overlord expansion (with the carboard counters).

There's a double-board Prochorovka scenario included in Eastern front book. I believe this requires 2 sets of figures.

I think there could be an economic advantage as the Eastern Front becomes more scarce. Lower supply plus release of Campaign Book #2 (requiring tiles from Eastern Front) may mean a decent demand and great resale value.

Oh wait, that's not what you meant Yes, there are a few scenarios, but they tend to be highly specialized. The extra figures are pretty much a waste though (unless you paint them...you could do that and have figures for a different ally).

The fact is, no scenarios require two copies to play, just as you don't require the winter/desert board, or the snowy hills from Winter Wars (or wherever). It's purely aesthetics, as you can just substitute the green Allied troops (or chits from Memoir '44: Operation Overlord, or pennies, or M.U.S.C.L.E. figurines, etc.).
