playbook error? | Unhappy King Charles!

Just learning UKC and was going through the playbook example. I was wondering how Lord Fairfax could be activated by Robin (p.18) when, during the Housekeeping phase (p.17), said Lord was moved from Unemployed Generals Box to the Reinforcements Box. Am I missing something or is this an error?

Edit: answered own question... Missed the fact that Generals in the Reinforcement box can be activated and then brought on to the map - different from other games! Sorry about "accusation", Charles
