Ok....it says the rules will tell you for each scenario who lays out the mines. I am not seeing that in the scenario rules. Any help on this one?

In a scenario with mines, it will tell (under special rules) you how they are deployed, when they are deployed, and who deploys the mines.

In this example http://www.daysofwonder.com/memoir44/en/editor/view/?id=4230 it says:

The British player lays out the Minefields (Terrain 29 - Minefields).
