According to the rules, they seem to bump other tokens when "placed on the board", what i interpreted to mean when the token comes into the board, but not when it moves... Anyone plays otherwise? Are there "official" answers for rules questions?

We play that moving Resistance tokens act just like the placement of new Resistance tokens, i.e. it does bump the previous token to the center (otherwise the max 3 tokens at any one location rule could get broken). The move is technically a random "placement" of the Resistance token to another location.
