Situation:
German armored car with both wheel and track bonus sitting on a road. It wants to first move one hex along the road and then two hexes over clear terrain. In one action, can it first move one hex down the road using its road bonus and then two hexes over clear terrain for its regular move and track bonus (a total of three hexes), or must its first hex move be its regular move (thereby limiting it to only a two hex move in the above example)?

I think it goes like this:
For the every road hex you move, you get one bonus road movement.

After it performs its initial road-to-road move, it is now eligible to perform a free open movement or a free road movement. If itss next movement is a road movement, it now still can take an open movement (which could be on a road or not.) If its second move is an open movement but not a road movement, it's used up its open movement, and its no longer eligible to get a bonus road movement, so its movement is done.
So in your specific example, it would only be able to move 2 hexes, not 3, because one of your bonus moves has to be a road movement.

If a truck moves onto a road hex from a non-road hex, can it make a bonus move along the road, even though its AP move was not along the road?

No. It has to make a roadhex-to-roadhex movement in order to take a road bonus.
For vehicles that have both an open and a road bonus, i tcould move onto a road hex from a non-road hex, use its open movement bonus to do a road-to-road movement and then execute a road bonus move. But if all it has a road bonus moves, it has to start with a road-to-road movement to get the bonus.

Thank you for your reply. Regarding the German armored car with both a track and a wheel bonus, if it moves from a light woods hex to a road hex (even a road hex passing through the woods) can it still then move one hex along the road for the track bonus and then another hex along the road for the wheel bonus?

No. If you're entering woods, you do not get a bonus (unless you're moving from a road hex to a road hex.)
